The Qualified Employee Program consists of a series of training modules specific to your plan/site which will provide plant personnel with the electrical safety techniques necessary to operate and maintain plant electrical systems. This electrical safety compliance taining will assist in maintaining compliance with OSHA standard 29 CFR 1910.269 "Generation, Transmission, and Distribution", 29 CFR 1910 Subpart S - Electrical and other applicable OSHA standards which reference electrical safety.



QEP-09: LOTO - Hazardous Energy Control

Purpose:

This module covers the requirements for hazardous energy control as defined by 29 CFR1910.147 and 1910.269(d). The module will also give the participant an understanding of theresponsibilities, training requirements, types of energy, energy isolation techniques, and typicalprocedures applicable to lockout/tagout hazardous energy control. The participant will also learnthe requirements, use, limitations, and identification of protective materials and hardware.

Objectives:

The employee will be able to:
  • Define or describe in your own words; affected employee, authorized employee, clearance, energy isolation device, energy source, locking device, protective device, and protective position
  • State and explain the responsibilities of the employer, authorized employees, affected employees, and all employees
  • State the training requirements for hazardous energy control
  • List and explain the requirements, use, limitations, and identification of protective materials and hardware
  • Identify the type of energy that the lockout/tagout system is to control
  • Explain the appropriate techniques used to verify that the energy is isolated and that accumulated energy is dissipated
  • State and explain the limitations of using tags as protective devices
  • Restate the procedures used to place or remove energy controls using lockout/tagout
  • Restate who can be qualified to perform lockout/tagout
  • Cite the operational restriction on a tagged switch or valve
