The Qualified Employee Program consists of a series of training modules specific to your plan/site which will provide plant personnel with the electrical safety techniques necessary to operate and maintain plant electrical systems. This electrical safety compliance taining will assist in maintaining compliance with OSHA standard 29 CFR 1910.269 "Generation, Transmission, and Distribution", 29 CFR 1910 Subpart S - Electrical and other applicable OSHA standards which reference electrical safety.
QEP-11: Working On or Near Exposed Energized Electrical Equipment
Purpose:
This module covers the requirements for working on or near exposed energized electricalequipment and the approach distances for both qualified and unqualified persons. The modulewill also give the participant an understanding of the two person rule and its exceptions, workingposition, and basic alerting techniques.
Objectives:
The employee will be able to:- Define or describe in your own words; barrier, barricade and guarded.
- Cite the voltage limit at which "qualified employees" are required to work in areas where there are unguarded, uninsulated energized lines above
- Explain in tour own words the two person rule described in 29 CFR 1910.269(l)
- State and explain the five conditions where you would expect journeyman qualified employees to be following the two person rule
- State and explain the three exceptions to the two person rule
- Describe in you own words the "working position" when employees are working near energized electrical lines or equipment
- Identify and describe in your own words the typical alerting techniques and type of insulating equipment you would see installed to protect employees from coming in contact with exposed energized lines or equipment
